Change default value 'distance above baseline'

Hi,

When I place an anchored frame with position 'at insertion point', the default value from the 'distance above baseline' is 0.0pt

Is there a way to change this default value, for example to -2pt? Maybe in maker.ini. Or does anybody know a plugin  witch can do this?
