Change in Topic Settings in Style Mapping Publish Settings

In previous versions of Framemaker (2017), you were able to select Keep all topics in one folder in the Style Mappping > General Settings. However, in the current Framemaker version this is no longer an option. Is there a work around or another way to accomphish this as the developers need this folder for publishing?

Why would developers need anything in FM for publishing? I don't understand what you are trying to accomplish. All documents in one folder? Sure you can do that still - nothing's stopping you in FM2022.

So sorry for not being clear. The developers use the generated topics folder in the html output for help links between the program and the manual. (URL method of CSH instead of the MapID)  Without the folder being generated in the responsive html output all the links do not function. 

I understand it is not impossible to fix, however I am trying to make it easier on the devlopers; and was hoping there was a way to have the folder generated.

Ah, output - got it. So you're referencing the "Keep All Topics in One Folder" flag in FM2017 (which says that it "Specifies whether all topic HTMLs are saved under a single folder named topics. If you do not select this option, a separate folder for each topic in your document is created and all HTML files are saved in their respective topic folder.")
I'm not sure where that setting disappeared to in FM2022 - the help makes no mention of it anymore. I'd ping the FM folks - see https://helpx.adobe.com/contact/enterprise-support.other.html#framemaker for your Adobe Support options. I'd recommend using the tcssup@adobe.com e-mail address as it reaches a team dedicated to Technical Communication Suite products including FrameMaker.
Let us know what you find when you hear back from them. This is the first time I've heard of anyone using that flag.
[EDIT - afterthought - maybe as a workaround, you could create a "flat" book structure that includes all the documents at one level & publish HTML5 based on that]
