Ctrl+Mouse Wheel undocks windows

I've noticed that when I have a document open and docked to the UI, whenever I use Ctrl + Mouse Wheel to zoom, it undocks the window and I have to redock it. Is this a known issue or something wrong with my install of FrameMaker 2017?
