Greetings,
I have a small map of shared content that has filtering both at the topic level in the map and inside the topics. I am producing PDF output.
Read This First
- License Agreement (x, y)
- Product Disclaimer
- Conventions
- Warnings and Cautions (x,y,z)
- Electrical and Heat Safety (x, y)
- Hygiene (x,z)
...
And so on.
No matter which ditaval I use, the license agreement appears. If my ditaval says:

<prop att="props" value="x" action="exclude"/>
<prop att="props" value="y" action="exclude"/>
<prop att="props" value="z" action="include"/>
</val>
I would expect the document would not have a license agreement. It shouldn't have a license agreement, that's what I'm trying for.
The filtering seems to work fine inside the topics. And, other, later topics are not included.
Why can I not hide this topic from my output? Everything I produce has the license agreement included.
I'm sure this is a simple operator error as I am not yet fully versant in FrameMaker though I'm comfortable with DITA.
Edit: I've tested the map and ditaval using Oxygen and I get the correct output.
Any assistance is appreciated,
