Is there a way to draw a simple object, say a rectangle or a circle, and fill it with a color, but leave the outline black?

I don't think there is, unfortunately, this is an often requested capability.

I'm not sure of this (it's probably wishful thinking!) but I vaguely remember there being discussion about some sort of a 3rd party utility, maybe a Framescript, where you could click on an object and the script would duplicate the object, making one the "outline" that you could assign a different color to, and the second one the "interior" that would have no border, then group them as a single object.   Does anybody else remember hearing about this <looking around ...>

(btw, it's always a Good Thing to mention the specific FM version, including the "pxxx" numbers from Help > About, in every post, in case the answer to your question happened to be  version-dependent)
