FM to HTML5: MiniTOC has no Links, just Text

I am using Adobe TCS with FM 17.0.4.628

When I publish a FM book to HTML5, MiniTOCs are pubplished as text instead of links. When I inserted the MiniTOC I have selected the option "Create Hypertext Links". This works fine in pdf but not in HTML5.

How can I solve this?

I believe the most robust way of handling this challenge would be to create the minitoc using cross references. Not very automatic, though.
