Hi,
Do you get this crash always, when you apply the elements? For all books or only for this one?
Had you saved your "Untitled" book, before you apply?
Can you update to the latest FrameMaker update? Check Help | Updates. Or better, update to FrameMaker 17. Newer versions and updates not only have new features, but also bug fixes.

Yes it crashes every time we apply the element (tried it on different laptops/multiple users). Tried with different files and happens each time I Apply the book element even if I save the book with a new name. Since we have associates world wide we all stay on the same version FM2019 therefore updating to newer version is not an option at this time.

New with FM2019, works fine with older versions.

If it's just started with FM2019, the first thing I would try is to patch FM2019 to the highest version available and see if whatever is causing the crash has already been fixed. Next thing I would try is loading a trial version of FM2022 on a separate machine and testing it with a copy of your content - if that works, the solution is pretty clear - you need to upgrade. If that still doesn't fix it, then I'd ping the FM folks - see https://helpx.adobe.com/contact/enterprise-support.other.html#framemaker for your Adobe Support options. I'd recommend using the tcssup@adobe.com e-mail address as it reaches a team dedicated to Technical Communication Suite products including FrameMaker.
