FrameMaker 8 does not start after installation on Windows 11

Hello
I installed FrameMaker 8.0 on Windows 11. Installed also Frame_Patcher_8_p266, Frame_Patcher_8_p273, Frame_Patcher_8_p277. If I started FrameMaker in Admin mode, the question for "Frame Maker" / "Structured Frame Maker" appears. Pressed "Frame Maker", but then nothing happen. I can see in the Task Manager that FrameMaker is running as a process.
Read some posts in this community that FrameMaker is not working with Windows 11. Further then read that newer Version of FrameMaker do work with Windows 11. 
Interesting is, that a coworker on Windows 11 confirmed he can work with FrameMaker 8.0 on his Windows 11, but he installed FrameMaker 8.0 on Windows 10 and upgraded Windows 10 to Windows 11.
Tried already the follwing  hints:
- Deleting C:\Users\[USERNAME]\AppData\Roaming\Adobe\FrameMaker\8.0
- Run all installations in Admin Mode
- Used AdobeCreativeCloudCleanerTool
So far, none of these helped to get FM working
Any hint suggestions to get my FrameMaker 8.0 working?

This is how to fix FrameMaker8 failing to start:

  1. In Task Manager, kill the FrameMaker.exe background process
  2. Install and run Adobe Licensing service Repair tool
  3. Restart FrameMaker

 

Compatibility mode does nothing in this case.

You might try an earlier Compatibility Mode (which apparently still exists on Windows 11, which I am not yet running). You may need to be Admin to do all of this, and this is the Windows 10 view of things.

  1. At the desktop shortcut for FM8, discover where the executable file resides, perhaps via right-click Properties.
  2. Using File Manager, navigate to the directory, right click on the .exe file, and select Properties.
  3. At the /Compatibility\ tab
    ☑ Run this program in compatibility mode for
    [ {pick highest version of Windows that FM8 was supported in} ]
    [Apply] [OK]

If that doesn't work, the next option would be running an actual older Windows in a VM. This was easy in the Windows 7 days, as XP Mode was available (and no longer is). A VM now, plus a license & bits for an older Windows, is apt to not be cheap (and has some non-trivial network security concerns).
