I am having trouble when I generate a pdf for review only in FM. The issue I am having is the comments & Markup features that should be activated in reader for other users is not. Does anyone have any knowledge of this issue for FM 9 and how it can be fixed.

Are you using the stand-alone FM9 version or the one from the TechComm Suite?
The stand-alone version requires you to use AcrobatPro and enable the commenting and review from that product.

Do the users have Reader v.8 or newer? It won't work with earlier versions.

I had a user download the latest version. He was unable to get the comments & markups function to work in reader using the pdf I generated from FM. I'm not sure if I did something wrong or if there is a glitch in 9.0.

There isn't a systematic glitch in FM9 that I'm aware of. It works just fine here.
Try manually enabling the option from Acrobat (under the Comments menu option - Enable For Commenting and Analysis in Reader...) to see if the user can get it then. IF that doesn't work, then problem isn't at your end.

It does work when I do it. The problem I'm having when I do that is FM doesn't allow me to import the changes. It gives me an error that the document does not contain the appropriate "tags." I'm relatively new to FM and TCS, so I am figure this out as I go along.

You need to create a tagged PDF to begin with to give your document some structure. The second link explains how to do that.

Arnis, I have one more question. I am trying to add tags to a pdf via acrobat, but the option is shaded out. Is there any way to make this available in Acrobat?

How exactly are you trying to add tags (and why??).
In the left-hand navigation panel of the Acrobat window (where you have bookmarks, pages, etc.) right-clicking will bring up a context menu that has the Tags option or use View > Navigation Panels > Tags.
In the Tags window that comes up, go to the Tags tab and then clicking on the gear wheels will let you add tags.
Note: Manually manipulating a PDF after it is created in FM will most likely totally mess up any chances of importing comments back into FM in the proper context.

That's the same problem I am having with the issue of creating it via FrameMaker. I have a pdf that I enabled the comments & mark ups, but FrameMaker will not allow me to import the changes due to the error attached to the email. Not sure what I need to do. Perhaps I am not doing something in the original Save as PDF step.

The email attachemnets get stripped for the Forum. You'll have to login to the Forum and add it that way.
