My IT manager is trying to pay for my subscription to FrameMaker. He was told by the support engineer that FrameMaker is going to be discontinued and to use Spark.

Utter nonsense?

What "support engineer"?
If Adobe, Adobe would likely like to get a name.

Licenses for FM are sold by enterprises other than Adobe itself.

Confusion is the usual answer, but if a reseller was themselves planning to drop FM, they'd say the same {vague} thing, esp. if they can switch you to something they do sell.

A few months ago, I was in a store where I would sometimes buy a particular brand of nutrition bars, and they were gone. I asked a passing stocker what was up, and got "they've been discontinued". It turned out, disco by the store chain; they're still available from the bar brand.

With such bad advice, one must now suspect everything the "support engineer" says...

Too funny...the info was so out of touch that they referenced a renamed product! BTW, when did that happen??

I use Spark/CC Express a few times a month, and hadn't seen the rebranding yet.
