FrameMaker links in PDF not navigatint

I have been working on a standalone document that includes a TOC. This originated in English and I was supplied a French version to tidy up. When I create a PDF the hand appears on the TOC entries but doesn't jump to the relevant chapter. Can somebody help me or tell me where I'm going wrong?

Does the TOC update correctly? When you update the FrameMaker book file, does it have the TOC in the update field like this? And do you have a checkmark in "Generate Table of Contents..."?

So the table of contents is a miniTOC?... Have you rebuilt it?

What method are you using to create the PDF? Sounds like you haven't enabled bookmarks in the PDF creation process.
