Hi,
They just installed Frame 12 on my Windows 7 laptop.
When I first opened Frame, the graphics toolbar opened vertically. As I was moving it around, it accidentally jumped into the toolbar area at the top of the window and turn horizontal. After dragging it back into the empty part of the window, it stayed horizontal. I can't find any feature on the graphics tool bar to change it back to a vertical layout.
How do I fix this?

Have you tried resetting your workspace (or environment – I forget what it’s called)?

Jeff,
I found the workspace menu up at top right and reset it (the Autthoring workspace). The graphics toolbar still opens inside the toolbar space. When I drag it down, it stays horizontal and there are no controls in the dark gray band where you would expect them.

It's vertical again, but it makes no sense.
I was dragging the graphics toolbar around the screen and dragged it over the catalog panel on the right side when suddenly it flipped to vertical and the minute double caret controls reappeared. The toolbar now flips either way and retains the controls.
This seems like a part of the UI is out of control when it takes accidental behavior to fix a problem.
