How do I embed a Framemaker license for SME to use to edit the document?

I want to a SME to edit a file or book, but they don't have FrameMaker. Is it possible to embed a FM license?

Try a PDF-based review and then do the editing yourself. Having an untrained person try to edit FM documents is a disaster in progress [unless you really want a lot of excuses to take a long time to get the final product produced... ].
