How to change position of first footnote

I am working with FrameMaker+SGML 6.0, and can't work out how to change the postition of the first footnote (i.e., make the footnotes start higher up the page). I can't find where this property is set, and can't find a reference to it in the user guide. Can anyone help?

Check out Format > Document > Footnote Properties for the maximum footnote area height. This is an area where nothing has changed since...
