It is apparently impossible to delete blank pages in FrameMaker

There are blank pages at the end of several of my documents. I cannot delete them in FrameMaker. Or, it might appear that I have, but when I generate a pdf from the documents the blank pages come right back.

First I tried Format/Document/Delete Pages. This dialog appears:

I select "Delete," and presto! Page disappears! Great, right? NO. As soon as I save my work, the page reappears.

So I did a little research, and tried the following.

Format/Page Layout/Pagination:

From the "Before Saving and Printing" dropdown menu, I select "Delete Empty Pages" and hit "Set." Bravo!  No more blank pages! Yay! Solved! Sorted! Mystery SOLVED!

Nope.

I generate the pdf and...Blank pages are BACK, in all their glory.

HOW DO YOU DELETE BLANK PAGES IN FRAMEMAKER? This should be the simplest, easiest, most obvious, accessible and elementary task in what claims to be such a robust, industry-standard of an application. I swear to all that is holy in this world, if someone gives me the correct answer to this question and I can make it happen, I will take you to lunch. I don't care where you live. Lunch is on me. And dessert.
