I've seen some discussions of LEP by nowhere does it explain what LEP is or why one would want to use them. Can anyone enlighten me?

An LEP (or LOEP) is a list of every page in a document along with the current Revision Number and the date of each page's revision. It usually resides near the beginning of the front matter section. These lists are most commonly seen in documents that are responsive to government regulations (e.g., technical manuals in a military-related industry, operations manuals in the airline industry, etc).

Just to add a little more information...
The List of effective pages is a way to check that a loose-leaf document is up-to-date. In a loose-leaf document it is common practice to provide updates as incremental revision packages. There will usually be a revision incorporation notice which gives instructions about the pages that are to be replaced or discarded. After the revision package has been incorporated the document should be checked page-by-page against the new list of effective pages to ensure that everything is at the correct revision state.
I also found it essential when the binding on an 800 page manual broke on a windy airfield...
