locating text in 2 columns

• full width table or image above & full width table or image below (as you can see the above screen capture)
• there are title text and paragraph (structured FM, DITA)

Can you help me how to move the paragraph in the second column to the title below (in the first column)?

What are the wide objects anchored to?

If Paragraph Designer » Pagination » Keep with
doesn't do the trick,

would shove the floating para left…
… in unstructured FM, anyway.
