Is the 196 the patch for Adobe FrameMaker 9.0.1 (p230) update?

nope - p196 would be before the p230 version - have you looked in https://supportdownloads.adobe.com/product.jsp?product=22&platform=Windows for the patches? Remember, they have be installed one at a time (sequential, not cumulative)
