Merge Dictionary Broken in FrameMaker 10?

In the spelling checker, I used Dictionaries> Personal Dictionary> Import Dictionary to import a dictionary. The file is a plain text file with "<MakerDictionary 3.0>" header, each word on a separate line, and hyphens in appropriate places. It replaces whatever personal dictionary is in place, as expected, and works fine.

I have a second file of new words that I would like to add to my personal dictionary, but when I use Dictionaries> Personal Dictionary> Merge from File, the words are not added to my personal dictionary. A dialog pops up, allowing me to specify the file to merge (which is set up like the one above), but after specifying the file, nothing happens.

Does anyone else see this behavior? Is it a bug, or am I doing something wrong?

Problem solved! I eventually found the answer to my own problem. The dictionary file that worked had lines ending with both a carriage return and a line feed. The file that didn't work had lines ending only in a linefeed. I'm not sure how that happened, but when I turned on hidden characters in Notepad++, it was clear why one file was rejected.
