If the character you want is not a part of the font you want to use, you
have three choices: edit the font (add the character to the font), use a
different character, or use a different font.
FWIW, the registered sign is part of the ANSI set (ALT 0174) and should
be accessible from Frame or any other desktop publishing or word
processing program in any text font. The facts that it works on one
machine but not on another and that it works with one font but not
another makes me think there's something wrong with the font.
I would copy the working Frutiger over the nonworking one.
