Should the "Go to Next Page" arrow open the next chapter?

I'm using FrameMaker 12. I seem to remember that in some previous version when you reached the last page in a chapter of a book, the "Go to Next Page" arrow would open the next chapter. Am I dreaming that up?

The GoTo Next Page behaviour is restricted to the current document only. However, here's what I get when I hit PgDn at the end of a chapter file:
