Some cross-references are dead in pdf FM 2020

Some cross-references are dead in pdf  from FM 2020. In Table links in particular, in one table 1 link worked and rest dead. In body, heading cross references tended to work but most figures did not. etc

Are you including all files(source and referred files ) while publishing pdf?
You can check your cross-reference are valid or not from the cross-references Panel (view->panel ->Cross Refrences).

If you are still facing some issues then you can drop a mail to  Adobe TCS support at tcssup@adobe.com.

Not sure the first line of "including all files (source and referred files) while publishing PDF" I have the entire book open, no unresolved cross references found. I checked the panel suggested below and green x in front of everything.
I select the save as PDF, just tried the publish as PDF but didn't seem to complete properly as no file showed up at selected destination

This seems to be primarily Figure cross references. In FM I have all chapters open and book updated. I check for unresolved cross references and have none. These manuals have common files with a lot of conditional text and have to be configured with the correct selections. In the PDF, Heading cross references and the TOC all work OK. The figure cross references do not most of the time, some random ones will. Fig cross reference to the next page in the same chapter do not work. In a table with lots of cross references to figures, only 1 works. The guy that developed this manual set and conditional text approach says he has always had issues with that and not able to easily correct. He used to use the "Create Named Destinations..." box in the PDF Setup but this option bloats the PDF and seems to not be available in the new versions of FM as we have not been able to locate this feature.

Did these cross-references work before?

Do you have this problem only in this book or also in other books?

Are the non-working cross-references special? E.g. Is the paragraph which you want to reference in an inset or do you want to reference a paragraph from another file in an inset? Are all referenced paragraphs of non-working cross-references in other files?

Does this work, when you have all files open?

Do you get any messages about unresolved cross-references, when you update the book? Or can you find any unresolved cross-references with Search/Replace?

Are the cross-references created with the cross-reference feature? Or with newlink/gotolink markers (named destinations)?

Possibly your target markers (whether cross-references or newlink markers) have the wrong condition applied and are hidden, when they should be shown.

You could check this:

Show all conditions.

Dock off the Conditional Tags pod.

Press CTRL+ALT and move the mouse over a non-working cross-reference. The insertion mark should change to a pointing finger. When you click, FrameMaker jumps to the target marker. In the Conditional Tags pod you see whether the marker has the correct conditions.
