Surplus end-of-flow in middle of .fm file

(FM12 on Win7)

I see surplus end-of-flow indicators, on otherwise blank pages, appear in the middle of .fm files.

Format > Page Layout > Pagination > Before Saving and Printing is set to Make Page Count Even. This is a requirement for publishing.

But I expect extra pages at the end of the file, not the middle.

The files use many insets and some conditional text. At one point, they had nested insets, but not now.

Scratching my head about this one.

If you mean the § character, I've seen more than one of those on a page when there's a text inset: one for the end of the inset, one for the end of the main content.

The file uses many insets.

The surplus pages now appear if I simply press Enter on the apparently real EOF. FM creates two new pages, the first a typical Right/Left and the second that the unstruct master page mapping table maps to a custom page layout. Then when I apply master pages, the mysterious EOF appears on the next-to-last page (was Right/Left).

Is there a style in use in one of the insets (or perhaps for one of the empty paragraphs where an inset is anchored) that means the Apply master pages mapping diligently adds a page-break within the inset? I'm speculating as to whether something is applying Make page count even to an inset as well as the main file.

Insets have had Make page count even for a long time here, but the symptom is new.

Several paratags have a Top of column or Top of page attribute, but none of those tags is applied any of the insets in the original file.

One tag, zlp-LastPara, is normally applied to the EOF paragraph, and it deliberately is not in the unstructmasterpagemaps table, so FM maps Right/Left to it by default. In this template. Right/Left are "NOTES" pages, essentially substitutes for blank pages. Again, that is not new, but the symptom is.

As a test, I "flattened" a .fm file by converting all of the insets to text. With Find for Any Text Inset, I verified that all were converted. Then I mifwashed the file. The odd symptom continued in the washed file.
