Table Cell element not conforming to Conversion Table rules

I have the following, simplictic table, in a document:

(text is the paragraph style currently applied to each cell).

In my Conversion Table, I have the following rules:2021-05-20_16h53_15.png

When I apply the Conversion Table to my document, I get the following result2021-05-20_16h51_14.png

My problem is that the Image element should be wrapped in the ScreenshotCell (TC) element and not the default CELL (TC) element.  For some reason, the highlight conversion rule is completely ignored and I can't figure out why.

   I believe FrameMaker only considers paragraphs and paragraph elements when structuring table cells. Instead of TC:Image, try TC:P:gp Graphic Placement.
