Today I notice the part of the Welcome screen containing the roating banner is in French:
Yes, it is a user-modified Welcome Screen, but the UI language of my Windows and FrameMaker is UK-English ...
IMHO this banner should not rotate by itself, just on user demand - it is distrating (You see, I'm not a fan of marketing stuff). Fortunately most time the Welcome screen is hidden...

Now in the afternoon, after a hibernation and awake, all is OK again:
This is at least strange ...
Guess what?
This afternoon after FM-15 was sleeping - not hibernating (i just had to hit any key to get into t he session) the markting stripe again is in French.
Closing FM and opening it again did not help. And I will not restart Windows just becouse of this quirk.
