In the newest version FrameMaker 13 (2015), I don't have this option in Utilities.

Yes, I forget about that command until a student hears me say something like "go to the View menu and ..." they think I mean View > Menu and the next thing you know they've clicked on Quick menus and they can't navigate to the master pages. It just happened in the last intro class.

So JL3434LA , FrameMaker does let you hide some of the commands, but if View > Menus is set to Quick you wouldn't see Utilities at all, and it sounds like you do? It's easy enough to activate Quick Menus by mistake, but actually customizing the menus takes more work so unless someone at the office did it without your knowledge, it seems unlikely.
