It seems that the Align Objects toolbox, which as of the 2015 version was a dockable pod, has as of the 2017 revision become a non-modal window that can no longer be docked. Given that the related Distribute Objects toolbox is a pod, I think that this has to be a simple oversight. Does that seem correct? If so, how do I go about filing a bug report?
Well, there are few x-pods in 2017. You can request the Align dialog box to return to pod-status here: Tracker.

Thank you for the update! I've submitted bug FrameMaker-2462 about this issue (albeit filed under FrameMaker 2015, as they apparently haven't gotten around to adding 2017 on the bug submission form yet).
