Adobe offers the Technical Communication Suite which includes FrameMaker, RoboHelp, Captivate, Acrobat, and Presenter. It does not include any Illustration applications. You'll find info at A list of FAQs on Adobe Technical Communication Suite (2017 release).

On the other hand, there is the cloud subscription which consists of many applications: InDesign can be used for publishing, Illustrator for Illustrations, Photoshop for image editing, and others. You'll find info at Adobe creative desktop apps | Adobe Creative Cloud

It depends on what type of publishing you need to do. FrameMaker is a leading application for long technical documents such as user guides. InDesign is more graphical and marketing oriented. You can see a comparison of FrameMaker and InDesign at InDesign or FrameMaker: Which to Use?
