It's a very specialized route and there are a number of differences in the document object models between ID and FM that would require a lot of programming to sort out. There are a number of tools that could be used to create such an app. A first pass approach might be to consider using XSLT to map from IDML to MIFML (an XML version of FM's MIF [maker interchange format] developed by Scott Prentice at Leximation - see: http://leximation.com/tools/mifml/ ).

Alternatively, use File > Export > Rich Text Format to extract the text from InDesign (images should be linked and therefore stored in the project folder), clean up the text in Word and then begin fresh in FrameMaker.
