boxes around text or headings

I have a client who currently uses MS Word, and they want to convert their documents to FM. We will be using FM 11.

In their current document, some headings and text have dotted line boxes around either the entire heading (like a new subject) or around certain words in a paragraph (like calling out a button).

Is there anyway to duplicate that affect in FM without having to manually draw the box around each instance? Can a tag be created that would allow the writer to select "Heading with Box" tag, and have the dotted box show along with a line of text inside the box to input the heading title?

And is there a way to create a tag that I could apply to a few words in a paragraph that would apply a dotted box around on those words I selected?
