Is there a way in Framemaker 2019 to create hover text in pdf output (mouse over, rollover, your choice of terms :-))?
Pure Frame, that is. Not as a separate plugin. (But that would be useful to know as well.)

No but you can add buttons with rollovers in Adobe Acrobat after you export a PDF from FrameMaker. FWIW, you can add buttons with rollovers and other forms fields within InDesign that will export to PDF and work immediately.

There seem to be two levels to this issue. One is that PDF doesn't have a simple clean implementation for it, that is consistently supported by PDF reader clients. So naturally, FM would not be expected to have a mechanism for emitting a non-existent pdfmark.
But more broadly, HTML does have this concept; the ABBR tag, and the "title" attribute for it (not to mention in other tags, and then there's "alt" to consider). It is a bit surprising that recent FMs haven't added fields for this. It apparently is possible to create a Marker type for it, but there's apparently no firm convention, and it's not clear to me that FM's Publish path is trivially configured to generate it. Perhaps I've overlooked something.
For those just doing their first dive on the matter, the standard FM "popup" marker is unlikely to be what you want, and the "glossary" marker definitely isn't.
