I`m using since several years FrameMaker 8 and now I want to change to the current release of FrameMaker (Release 2019). Is the newest release able to open files from FrameMaker 8 or do I need a converting tool?

No problem - just keep a backup copy first. With FM8 you're over the Unicode barrier already. Just be prepared for different UI changes. I'd download a copy of FM2019 to a non-production machine & test drive it with a copy of your content.
