FM2017 does not create WebHelp and I need WebHelp files. When I tried opening the files in FM12, it wouldn't let me.
What are my options?

Yes, you can open files created in 2017 in Fm 12 if you save them as MIF via File > Save as > Save as Type > MIF 2017.
