Dash Lines in Table Cells

In some table cells in a document I am working on, the text is being outlined in dashed line (seen below). I have been unsuccessful and determining what is causing this or how to fix it. Has anyone else encountered this issue and know of any possible solutions?

That looks like a conditional setting has been applied to the cells.
