Does FrameMaker INI file still control the how many levels in TOC?

Time for my daily FrameMaker DITA question.
Does the INI file still control the depth of the TOC? I have an INI file calling for three levels in the TOC:

Template=TOCTpl.fm

ElementTags=

ParaTags=title.0|title.1|title.2

When I build my PDF file I get all headings plus Figure numbers and Tasks (step 1)

The reason I ask is that more of the PDF output is controlled via the Publish > PDF > Settings File.

I am still not clear what is controlled by the INI file and what is controlled by the Settings file.

Hello,

Wondering if anyone can chime in. Again, not sure if the INI file still applies with the new FrameMaker PDF engine. But I don't see anywhere in the Publish dialog where you can set the level of TOC from a ditamap. This would lead me to believe the INI file is still applicable.

Problem still persists, the TOC is pulling Figure Captions and Numbered Steps.
