I am running Windows 7 Ultimate with the latest updates. FrameMaker 2017 no longer launches. So, I uninstalled and reinstalled after first downloading a fresh copy from the Adobe License Server. It still crashes with the following in the Event Log:

Is this v14.0.0.361 a current version? If not, maybe update your license server and I can try again?
So, it was working and then stopped? What changed? If you downloaded a fresh install, it won't have the latest patches & you'll need to load them afterwards. Go to Adobe - FrameMaker : For Windows for the direct downloads page.

You might want to update your FM version and try once.

Downloading the Trial version fixed this problem, although I am not sure why since the Trial version (14.0.0.361) matched what I found in Event Viewer when I tried to launch the version I got off the Adobe License Server (14.0.0.361).
I did delete two entries in the registry prior to installing the Trial version:
HKEY_CLASSES_ROOT\FrameMaker.Api and it's sibling FrameMaker.Api.1 in case that helps others who have my issue.
Jeff, not sure what changed. Looking back in the event log, version 14.0.3.500 which I assume is 'Update 3' was working fine about two months ago until yesterday, when I tried launching it. When you uninstall FM, those two entries in the registry (above) are not removed, if that matters.

Try downloading the latest updater manually at Adobe - FrameMaker : For Windows : FrameMaker 2017 Cumulative update 4 (2017.0.4)
The updater is about 400Mb.
There's a chance it'll remedy whatever is keeping you from opening the application.

I tried two other user accounts, one brand new to the machine, and still the same result. Immediately after launching FrameMaker, the user is presented with the standard "adobe framemaker has stopped working" dialog with results sent to Microsoft.
This Windows 7 PC is up-to-date with Windows Updates.
Frustrating. If anyone has any ideas about this, I'm all ears.
