We reuse chunks of content and these chunks are each appearing at the top of a separate PDF page instead of following the chunk before it on the same page.

How are you including the "chunks" in the original FM document(s)?
What format are the content "chunks", FM files, Word docs, PDFs, etc.?
Are you including these as text inserts?

additional question – are the chunks on the same page in FM but then on separate pages in the .pdf?

To clarify, the chunks are separate files. We were trying to get by without building the chapters with text inserts, but that is probably the only way to get around the PDFs having a new file start at the top of every page.

Why the reluctance on using a text insert? It works very well and is the only way to get separate files to flow seamlessly together on the same page.

Yes, text inserts do work well – but because I don't have much need to use them, they always take me a very long time to include correctly.
@ mary annm36202434 – as far as I remember, any file inserted by adding it to a .book will start with a page-throw in Acrobat
