How do I get HTML Help to publish headings as sub-layers?

I have an older Framemaker 7 book that I imported into Framemaker 2015. When I go to publish the HTML help each chapter gets generated as a book but there is only one level below each (no nested topics).  I want to have sub-levels within each chapter. 

This is what I want the contents to look like:

It's all controlled by your TOC heading formats - IIRC there's a blog post on the TCS Blog that discusses to conversion of FM TOC headings into RH project settings (which the FM Publish engine has under the hood). It depends on the heading styles and indenting to figure out how to set the TOC levels.
