Along the Navigation bar, selecting one option jumps to another option further along the bar on the right. Latest FM updates downloaded.

Start by checking your Window's Display Settings—Right click the desktop > Display Settings. Are you set to 100%? Make a note of the Scale and Layout settings, and try 100%. Try the recommended percent. See if modifying those values makes a difference.

I am using a Dell Precision 3530 laptop with two Dell Ultrasharp U2415 24 inch monitors.
I verified Display->Scale and Layout->100% recommended for both monitors and tried both 100% and 125% recommended for the laptop.
Here are my findings:

Hi,
Very strange! If this would be a scaling issue, then the last menu items should not work.
Therefore I think that this is something different.
Do you have the latest update of FM 2019? The current one has the version number 15.0.6.956. To update select the Help menu and click Updates.
When did this issue start? Did you install anything? Any antivirus software? Windows restarted?
Does this happen only with specific files or with all files? Structured or unstructured files?
What happens, when you change the FrameMaker GUI to unstructured (change this in the Preferences)? Or when you switch to another workspace (top right of the FrameMaker window)?
Do you have any plugins or scripts installed?

Thank you for your questions and taking an interest.
I updated to the latest version FM 2019 Version 15.0.6.956 prior to reaching out.
In Edit->Preferences->Product Interface dropdown->Structured FrameMaker is selected.
That could be an issue. I use FM Unstructured.
I assume the FM selection on that dropdown box is for Unstructured.
I was not aware of the concept of Workspaces. I need to do some further investigation.
There have been no other recent changes to my laptop setup.
One other non-FM note: I run Windows 10 Enterprise 2018 (version 1809).
