Tech Comm Suite 2

Tech Comm Suite 2 (out of a box) was installed on an old laptop that has since malfunctioned.

When I tried to reinstall on a brand new computer, it won't let me. Help!

I was able to resolve this by sending an email that is provided on the official tech comm suite 2 website: tcssup@adobe.com

Someone actually answered and resolved the issue very quickly. The customer support chat from the Adobe main site was not too helpful. But he did direct me to the tech comm website. So I give him credit there.
