Using "Figure <$paranumonly>. <$paratext> WP 00<$volnum>-<$pagenum>" in TOC reference page but nothing is generated. What could be happening?

What version of FM are you running? There’s a bug in the FM2015 3.1 patch that’s being worked on to fix TOC issues.
