Can't access CC Libraries through Fresco

I'm using Adobe fresco for PC on a 2-1 Dell.

I have shapes frome Adobe Capture and a lot of other content within CC libraries that I want to be able to use and access within the Adobe fresco app. I was able to access the libraries when I first installed the app, now I'm unable to see anything in the shapes menu, or any other menu for that matter, that wasn't already pre loaded into the app. 

I'm signed into the same adobe account across all apps, I've tried uninstalling and re-installing, I've tried long pressing on the menus to see if different options show up.

I was wondering if anyone has experienced the same and has a fix or solve.

I was able to resolve the issue by restating my own computer 3 more times. Seems egregious but if it worked, it worked.
