Circle tool or object in the middle of Page

In Fresco there is a circle that appears to be a tool of some sort that automatically pops up in the middle of the page. It appears to make whatever it's over when I click it more transparent/light. I can move it but I cannot get rid of it as far as I can tell. What is this and is there a way to hide the tool?
