Desktop Version Live Brushes and Timelapse Questions.

I'm very interested in using the live brushes and the timelapse export on fresco, and my drawing tablet works fine on the desktop version. 

My questions are:

Is there a hand tool I can use to move around my artboard?

If not, does photoshop have live brushes? and does photoshop have the timelapse export?

There are gestures which work on a tablet.

Unfortunately at this point the gestures to pan the canvas (2 finger drag) work the same way a zoom does for me.
