[Feature Request] Ruler need to have a handle

The Ruler in Fresco needs updates and a handle in the middle so its possible to easy to put it in position on ipad.

I'm curious what you mean by it needs a handle. Currently either the pen, one or two fingers moves the ruler and two fingers rotates it. So how would a handle work that the current methods don't allow?
