Im having trouble getting fresco to remove backrounds and erase with the fill tool and the color set to 0% I can do it if I start with a vector layer and vector brushes but when I try to use a pixel layer it doesn't work. HELP!!!!

Can you post a screenshot of the whole window of the app so we can see what's going wrong...
When you fill, have you tried tweaking the color margin slider? (you can do now AFTER you fill the shapes)
However, if I understand you well, you want to erase the background. You can't really do that without the fill tool without having the touch shortcut activated. Have you tried it?
Another way would be to do that with the selection tool
or by selecting the content of a layer. Once you get a selection, you can "erase" the content inside with the option in the bar at the bottom (see screenshot)

Here I first try to use the fill button to erase the top layer with no result I am able to use selection tools to do the same thing but much prefer the fill tool because it is more accurate and easier to use for detail. I have always been able to use it in the past without the touch shortcut even. this time I tried the touch shortcut by double tapping and then filling at 0% and nothing and I tried holding the touch shortcut and filling at 0% and still nothing. I've also tried using the transparency lock and still nothing

And yes I have tried tweaking the color margin slider and I can upload a screen recording if it would help

In that case you should report as a bug (either within the app - app settings>help>bug report, or through the user voice https://adobefresco.uservoice.com/)
