I've got it confirmed and as of now it is not possible to open vector layers from Illustrator PDF in Fresco but I'd suggest you to post your thread on our uservoice here: https://adobefresco.uservoice.com/ so that the engineers can look at the feature requests.

As per my understanding, it is not possible to open vector layers from Illustrator PDF in Fresco but I'll double check for you.
