Hi, in PSD I am able to select all pixels in a layer and color inside of that selection, so I don't have to worry about 'coloring outside the lines.' I can't seem to figure this function out on Fresco... Any advice?
Fresco currently has four selection options, you can create a circle or square, you can 'paint' a selection or you can draw around an area to select it. Each of these options creates an area that you can colour inside without going over the selection lines.

And by 'PSD' I'm referring to working in Photoshop app... Sorry for not being clear

I'm not sure if it's in the app yet. But you could suggest the feature. The Fresco crew is great about taking up suggestions

What you describe is locking transparency. The feature exists in Fresco (Photoshop also has a dedicated button for this). You have to select a layer and go to the layer actions menu, then enable "lock transparency". This way, you can paint over the already-existing pixels, but cannot add new pixels in the transparent areas.
You could also add a clipping mask layer above the one you want to recolor, and paint inside this one.
Both techniques are described in the following article: https://www.tiffanyahee.com/blog-tacklingcreative/2022/7/22/procreate-5-hidden-shortcuts-and-gesture...

In addition to my previous answer, I have to add that the "select all pixels in a layer" feature has now been implemented in Fresco, I recently discovered it. You can access it via the three-dot button, then "Load as selection".
It's exactly what you wanted.
