The paint bucket tool in vector format is not filling to the edge of the reference layer

When using the paint bucket tool in vector mode to paint an area, it doesn't fill all the available space within the reference layer. This leaves a small blank space between the fill and the stroke. (The reference layer is also in vector mode.)
