am I now using the secondary state correctly?

I am currently using some vector brushes, and i don't want my colours to overlap so I am using the secondary state, but I think I am using it wrong? as it worked for area A as you can see, but not for area B

(you will have to scroll down to see the pictures)

am i doing something wrong?

If you create a new vector layer (for your magenta colouring) underneath the line drawing layer would that work better?
